RunScript pseudo conduit.

I've just hacked together a small pseudo conduit that I call
"RunScript".  It's a pseudo conduit as it runs as a conduit in pilotmgr
but doesn't actually talk to the pilot.

What is does is look in the ~/.pilotmgr/RunScript/ directory and
attempts to execute any file it finds there.

I wrote it to gather weather information to be sent to the pilot by
SyncMemo and then realised that SyncMemo already had a runscript
capability! <sigh>
