Well, size does matter ;-)

Take a look at the size of you ROM file. It should be about 2 MB.
pi-getrom doesn't always report failure if the download from the 
pilot is interrupted.

I had exactly the same error that you describe and the reason was
that my ROM image had been truncated at about 1MB size. 

Also, make sure to use -memversion 2 and -ramsize 2048.
