as far as I know there is no way to install these dbs.
you see, in order to overwrite an existing db on the pilot that db can't be
open/in use.  normally this is fine because all normal dbs get closed when
the pilot switches to the hotsync app.
however, the graffiti shortcuts and network prefs dbs appear to be ALWAYS
open on the pilot, and thus you can't install a new version
