Failed prc loads

I'm curious why this happens (using PilotManager):

1) needed to restore the whole Pilot
2) Used Installer to restore all from my Latest Backup dir
   (I also tried to pilot-xfer -i that .prc; it fails)
3) Some .prc's failed to load (e.g., Graffiti ShortCuts.prc)

Anyone else seen this?  Any way to find out what causes to fail?
