[PilotMgr] Another Pilotmanager conduit year change to locate

I just noticed the following in my SyncCM log file...

01/04/0100 15:27:14 Sync beginning
pilot_change: 01/04/0100  7:00:00 Winer ext vs wrkroom

This appears to be in PilotMgr::prettyTime(time) .
