I'm a UI designer. I agree that the Dismiss buttons are confusing and
non-standard. They should be called "Close", as they are neither OK
nor Cancel buttons. At least in all the cases I have encountered them
(including the one you mention), their only impact is to close the
window -- they don't commit or back out of any changes. Close is the
conventional wording for that action. I find it particularly
confusing in the properties window, where I keep expecting standard
dialog box behavior (where nothing takes effect until I hit OK), but
there's no OK button, and no Close button to remind me that it's a
different kind of dialog box.
