filename convention for notes files

After HotSync, I see files named like Memo0000.txt and
files named after the first few words of the memo contents
such as Stock.txt in ~/.pilotmgr/SyncMemo/<category>.
What rule dectate which naming convention is used in
saving memos?
I use Japanese, where a character could be two bytes long,
in my memo, and PilogManager SyncMemo conduit seems to
split a character in the middle (between the 1st and 2nd
byte) sometimes, the generated filenames cannot be
handled by the OS reliably. So I'd prefer the SyncMemo
conduit always use the numerical filenames. Is there
an option to allow me to do that?
