Why are you waiting for the ENS crowd? Do it yourself...
If you have root access to your own machine, simply edit
/etc/TIMEZONE. The changes should be intuitively obvious to even the
most casual observer.
If you don't have root access, change it yourself with a simple
setenv TZ PST8PDT
-or-
TZ=PST8PDT; export TZ
statement in your appropriate dotfile.
