Don't know if this is helpful for what you're planning, but I'll pass it along
anyway.  I've (mostly) successfully converted a copy of Versit's vCalendar
parser source to a Perl extension.  It includes support for Todo lists.  My
objective is to build a conduit for Netscape Calendar Manager, which can 
import and export vCalendar files.  You may find vCalendar would work for you as
well.

I am trying to get an answer from my employer (Bell Labs) as to whether I can 
simply give this stuff away.  That could save you lots of work.  In the
meantime, though, you might want to check out

It has both a description of the vCalendar spec and the C source code for a
Windows DLL version of the parser.  It was trivial to get the parser to
build and run on my Solaris 2.5.1 box.  It was considerably less trivial
to turn it into a Perl extension, but not as difficult as I imagined.
