Linux install misses Tk

I'm having trouble with the Linux pilot manager software
installation.
Downloaded all the Linux tarballs and unpacked them.
When I ran PilotManager, it didn't like the trailing
# comment in the first line of PilotMgr.pm, so I moved
it to the second line. Now it succeeded in running
./Setup, which in turn responded with:
Locating Perl 5...
Perl 5 found [at /usr/bin/perl]
Please wait...
Configuring PilotManager...
You do not have the correct binary of the Tk module
installed in either your PilotManager distribution or your
perl distribution.
Please read README.porting for information about how to
download and install this module.
README.porting tells me that v400.202 or later of the Tk module
is needed. But I had already obtained that from CPAN, and installed
it (after upgrading perl) exactly as instructed, with no options.
A much more knowledgeable perl expert here has looked at this,
and tells me that he thinks all is in order. From the perlmodlib
man page, the command
find `perl -e 'print "@INC"'` -name '*.pm' -print
finds all kinds of stuff, including Tk stuff.
Any hints?
