Having just done this yesterday, yes...you can upgrade CDE w/o going to
2.6.  I cannot speak to the licensing requirements (if any) of going to
CDE1.1, unfortunately.

In the case of Sun, put in a service ticket for a workstation upgrade. 
I put it in as a type 'other', and stated that I needed my CDE upgraded
to 1.1.  A mere hour or two later, the upgrade was done!  (Way to go
ENS!!!)

PilotMgr1.100b6 works great!  (it's a bit touchy over whether you start
the sync from the workstation or the pilot...but seems rock solid
otherwise)
