Cannot start pilotmgr due to missing libcsa

I'm using Perl 5004_02, I cannot find source for 5003. I have
recompiled with /usr/dt/lib explicitly defined in the configuration
process of compiling Perl; but PilotManager still cannot
find libcsa which is located in /usr/dt/lib on my Ultra 1.
What am I missing?
